A generic assessment tool for evaluating C2 exercises

The management of an airforce base in the Netherlands stated the need to obtain a clear insight into the process of command and control (C2), with the objective of assuring the quality of the output of C2. In this respect, the following questions are relevant: (1) whiotes as described in the C2 chapters of the NATO's Shape Tactical Evaluation Manual (STEM). The amplifying notes describe the standards an operational unit/wing should meet with respect to command and control. However, these amplifying notes vary in completeness, concreteness and clarity. In order to obtain a clear insight in the C2-process as much as possible, the original amplifying notes were supplemented with additional amplifying notes. For every amplifying note concrete and clearly observable performance indicators have been formulated in order to assess the C2-team's performance in an objective way. These specific performance indicators are based on interviews with key commanders of the airforce base, and on a review of the relevant literature. A prototype of the C2PMT was successfully tested during a three-day exercise. Two versions of the C2PMT have been developed, namely an MDF (Main Defense Force) version, and a generic version that can be adapted to other operations (e.g. Rnamely an MDF (Main Defense Force) version, and a generic version that can be adapted to other operations (e.g. Rrce base, and on a review of the relevant literature. De ontwikkeling en prototyping van het Command & Control Process Measurement Tool wordt besproken. Deze meetmethode bevat duidelijke prestatie-indicatoren op basis waarvan evaluatoren command & control oefeningen kunnen beoordelen, feedback geven, en de lessons learned bepalen.
