Social convergence and the transitions: which direction?

This chapter explores the EU's social policy directions by 2030, considering the impacts of technology, globalisation, and migration on skills demand and socio-economic inequality. It assesses the EU's aim for social convergence and a just transition, guided by the European Pillar of Social Rights (EPSR). The chapter highlights significant negative socio-economic impacts through two country case studies and a GI-NI scenario with stagnating digital transformation and reduced globalisation. It argues that the EU must continue digitalisation and globalisation, despite public resistance, to achieve social convergence. The findings suggest that, while the EPSR provides a roadmap, essential elements like a European social model and a unified economic approach are missing. Limited support from leading EU countries raises concerns about developing a cohesive strategy. The chapter concludes that social convergence is a challenging and uncertain journey, especially with the anticipated impact of new technologies. © The Editors and Contributors 2025.
