Non-CO2 greenhouse gas policy and quality of emission estimates

At COP-3 in Kyoto reduction targets were defined for the emission of carbon dioxide and a number of non-0O2 greenhouse gases (GHG). Since emissions of non-0O2 GHG can be reduced in a cost-effective way, mitigation options for these GHG generally are important part of emission reduction strategies. Problems can arise in evaluating Kyoto-targets, since the non-0O2 GHG emission data may be too inaccurate to serve as a sound basis for international evaluation of emission reduction efforts. Also, the applicability of the IPCC revised guidelines for quantification of internationally accepted emission reduction might be questionable for some sources of non-0O2 GHG.
