QRA DRZ locatie Ulicoten (U)

At the request of the Dutch Ministry of Finance, a new munition related Quantitative Risk Analysis (QRA) was drawn up for civilian explosives storage site DRZ locatie Ulicoten. With a QRA the external safety situation of this explosives storage site is calculated and compared against legal criteria. With the quantities of explosives determined in this report, the explosives storage site is internally safe. There are some remarks regarding the internal safety: Extra barricades are needed for storage plans 3 and 4. Until those adjustments have been made, only storage plans 1 and 2 can be used. This QRA has not identified any infringements within the “civiele explosieaandachtsgebieden” A, B and C. Nevertheless, the “Plaatsgebonden Risico” (location specific individual risk) had to be determined because of Seveso-legislation. It is concluded the location specific individual risk meets the legal criteria. The “explosieaandachtsgebieden” have changed compared to the ones from the previous munition-QRA of 2020. This is caused by larger stored quantities of fireworks and the adapted quantity distances in the most recent edition of NATO AASTP-1. This QRA gives insight into the external safety situation in the surroundings of civilian explosives storage site DRZ locatie Ulicoten. The results can be used by the authorities to update the environmental permit.
