A framework for sustainable regional planning
bookPart
A framework is sketched for sustainable regional planning in broad outlines in order to discuss its prospects for regional policy analvsis and decision making. A short examination of different perspectives on the concept of sustainable development shows that regional planning needs an integration oi economic, physical and environmental planning. It is explained how the framework can offer a basis for an integration of the mentioned planning activities, The framework is built on four basic concepts, A central concept is to regard a region as a system which consists of a complex of interacting land use.s. In a region intensive economic, spatial and environmental relationships exist between the land uses. These relationships cocern the transport of economic goods, persons and environmental pollution. Furthermore, the location of land uses in physical space (structure) determines the mentioned relationships (function) between the land uses. Structure and funtion of a region correspond with a certarn level of economic welfare and use of a region's resources. An initial impetus is given to make the concept of sustainable development operational on a regional level.
