In this report, we explore the future of lifelong learning. What are the strategic themes for the next 10 years? We applied a scenario-based approach and engaged stakeholders and experts through interviews and workshops. Technological developments, globalization, and the labor market were the core uncertainties used to develop the scenarios. We examined the implications for the urgency of lifelong learning, the different forms of learning, the skills required, and the relevant policy actors. Finally, we formulated strategic questions that policy actors can use to guide discussions on future policies.
