Neuro-evolutionary framework for cognitive biases

The present study is part of the TNO Early Research Project (ERP) Wise Policy Making. This ERP addresses the issue how to develop knowledge, insights, methods, and tools that harness wisdom in policymaking. Policymaking should guide and support society in its pursuit of a future of sustainable wellbeing (humanity’s ultimate goal: e.g. Harris, 2010). While policymakers may be fully aware of this goal, they seem to lack tools and working methods that support them in their capacity to prioritize and effectively steer towards societal wellbeing. Even with the best of intentions, recognizing, selecting and pursuing those policy options that will benefit societal wellbeing most, is not self-evident. In this paper, we zoom in on the role of cognitive biases in human decision making, that also may lead to suboptimal judgements and choices in policy making.
