The European Commission's Fit for 55 package includes a proposal to amend the Energy Efficiency Directive 2018 (EED). Saving energy is of great importance for reducing CO2 emissions. A higher degree of renovation is needed to boost and accelerate making buildings sustainable in order to achieve the climate goals. The European Commission states public bodies can play an exemplary role. Article 6 of the EED proposes every Member state shall ensure that each year at least 3% of the total floor area of heated and/or cooled buildings owned by public bodies is renovated and transformed into nearly zero-energy buildings. The rate of at least 3% shall be calculated on the total floor area of buildings, having over 250 m2 useful floor area owned by public bodies that on 1 January of 2024, which are not nearly zero-energy buildings. The Netherlands Enterprise Agency RVO has asked TNO to make an impact assessment of this proposal for the Netherlands and give policy recommendations.
