Currently, the policy to close down the Borssele nuclear power plant in 2013 is being
reconsidered by the government. One of the options is to allow the operator of the nuclear
power plant to extend the plant’s lifetime up to 2033. This report is intended to provide
additional information for the political decision-making process regarding the future of the Borssele power plant. The report provides an overview of the consequences of extending operation up to 2033 based on a joint study by ECN and NRG. The reference situation is still the closing down of the plant in 2013. Consequences include: 1. Effects on the Dutch electricity production system, like wholesale electricity prices, import balance, fuel generation mix, reliability and security of supply. 2. Emissions (CO2, NOx, SO2, particulate matter, radioactive substances), radiation, health effects, waste, and use of natural resources. 3. Other specific nuclear related aspects like risk and safety, non-proliferation, spatial planning, and employment. An evaluation of the consequences and effects is up to the reader and the political process, and is not a part of the study reported here.
