Vision on Next Level Quantum Software Tooling

Software tools for programming gate-based quantum computers are being developed by many parties. These tool should now grow towards a phase where they support quantum devices running realistic algorithms to outperform classical algorithms on digital computers. At this moment they lack capabilities for generic gates, capabilities for quantum debugging and generic quantum libraries. This paper gives a view on the functionalities needed for such software environments looking at the various layers of the software stack and at the interfaces for quantum cloud computing.
