The Dutch Approach to Strengthening Resilience

This article discusses the Netherlands' improved approach to ensuring the resilience of its critical infrastructure. Recent geopolitical developments and the transition to renewable energy have emphasized the need for continuous reevaluation of critical infrastructure protection and highlight the importance to keep the underlying method in tune with changing circumstances and demands. The Dutch approach to critical infrastructure resilience is risk-based, all-hazard, and integral, allowing for sector-specific tailoring. It involves self-assessments by representatives of publicly and privately owned critical processes, using a uniform template that considers various resilience aspects. The approach emphasizes joint efforts and shared responsibility, recognizing the interconnectedness of systems. While the approach is relatively new, early benefits include improved clarity, better insights for national authorities, identification of supply chain effects, and facilitation of knowledge sharing among critical processes and between them and national security agencies.
