The Wickedness of Making Smarter Use of the Electricity Grid

Innovating in a system of energy systems has become very challenging. Through the application of Information and Communication Technology (ICT) complex systems of systems have gotten more and more entangled at different levels of abstraction and geography (local, regional, national, etc.). A technical or legal change in one system can result in an unpredictable cascade of changes in other systems, affecting other companies, (governmental) organizations, and ‘end-users’. In this paper we explain why making smarter use of the electricity grid has become a wicked problem, based on our most recent experiences with applying ICT for innovations in the Dutch electricity grid. At the end we provide suggestions to making the problems complex again and thus more manageable.
