Hoe kunnen we on(der)benut arbeidspotentieel aanpakken? [How can we tackle un(der)utilized labour potential?]

This essay discusses ways to tackle quantitative and qualitative un(der) utilized labour potential. Think for example of the possibility of (a limited group of) part-time workers to work more hours, more focus on an inclusive and skills-oriented labour market, and better use of talents of workers by improving learning and development culture in organizations. The discussion about labour market tightness should not be a discussion about working more hours, but about how we can best utilize the available potential. And how that contributes to value for society in terms of broad prosperity. This requires employers and employees to be mindful of how knowledge, skills and talents can best be deployed. It also requires a government and society that see labour potential as an inherently ‘scarce’ resource that must be consciously deployed where it is most useful.
