Report on K2K program Train the Trainer Taiwan 2019 - 2022

On September 4th, 2019 RVO has issued a tender for compiling, preparing and delivering a program named “Train the trainer project Offshore wind Taiwan – The Netherlands”. On November 11th, 2019 RVO has awarded the order for the program to ECN part of TNO (now TNO) based upon TNO’s quotation and submitted project plan. In the project plan TNO had outlined to work together with DUWind/ TUDelft and Deltares
for the various modules to be delivered during the training program. On March 12th, 2020 Netherlands Trade & Investment Office (after 2021 known as Netherlands Office Taipei) organised the Netherlands-Taiwan Offshore Wind K2K Joint Talent Cultivation Cooperation Summit. Together with the Director of Bureau of Energy, National Taiwan University (NTU), Metal Industries Research & Development Center (MIRDC), several Taiwanese universities and Dutch companies were present in order to kick off the K2K program Train the Trainer Taiwan with NTU
and MIRDC.
From March 2020 onwards, the global COVID19 pandemic broke out. In spite of plans, formed with Dutch export organisation Holland Home of Wind Energy in January 2020, and with the Dutch member companies such as iXwind, Cape Holland, Fugro, IHC, Boskalis, Temporary Works Design, it was not possible to travel from the Netherlands to Taiwan in March 2020 to combine the planned training sessions with
the Kaohsiung Offshore Wind Expo 2020. In agreement with RVO, NTU and MIRDC the training program had to be postponed, because of the coronavirus outbreak, until better times when quarantine-free travel would be possible again. After several postponements over 2020, and no solid outlook on free travel, a first newsletter has been compiled by TNO, giving an overview of recent offshore wind developments in the Netherlands. This newsletter has been sent to all 35 seed trainers, who had been enlisted by NTU and MIRDC. On January 2021 the first online “Warming Up” session has been organised by TNO in cooperation with Van Oord, where two topics on request of the Taiwanese partners
have been presented to the audience:
• Subsea cable installation, presented by Ms. Marike Mevis from Van Oord.
• System integration for large scale offshore wind, presented by Mr. Max Houwing from TNO.
The warming-up session was delivered online to the over 30 enlisted seed trainers, who joined the session from the NTU location in Taipei and the MIRDC location in Kaohsiung.
In March and June 2021 (COVID19 still blocking international travel) a second and third newsletter about the recent offshore wind developments in the Netherlands has been sent respectively to all the seed trainers and partners in Taiwan. When in August 2021 there still was no outlook to unrestrained international travel, making it impossible for the trainers to travel from the Netherlands to Taiwan in person. With regrets, it has been agreed between RVO, NTU and MIRDC to deliver the trainings session in online format.
Tuesday, October 25th, up to and including Wednesday, October 27th 2021 in three sessions from 08:00 to 12:00 Amsterdam time (15:00 – 19:00 Taiwan time) Prof. Dr. Simon Watson from DUWind/ TUDelft has delivered the first training module on General Wind Farm knowledge.
Tuesday January 18th up to and including Thursday January 20th, 2022 in three sessions from 08:00 to 12:00 Amsterdam time (15:00 – 19:00 Taiwan time) Dr. Yorick Broekema, Mr. Freek Scheel, Prof. Arjen Luijendijk, Mr. Tom Roetert and Prof. Peter Wellens from Deltares have delivered the second training module on Metocean and Seabed.
Tuesday January 25th and Wednesday January 26th 2022 in two sessions from 08:00 to 12:00 Amsterdam time (15:00 – 19:00 Taiwan time) Mr. Bernard Bulder and Mr. Piet Warnaar from TNO have delivered the third and last module of the training with content on wind farm development and business case, wind resource, wind turbine/ wind farm design, offshore wind farm installation and operations & maintenance.
Correct understanding of the delivered materials has been tested immediately after delivering the individual modules through online Mentimeter testing. Unfortunately, due to the time difference between Taiwan and the Netherlands, online sessions only allow a maximum of four hours. Due to these time restraints, it was not possible to give the previously indicated Dutch enterprises a platform for
guest lectures. Arrangements are ongoing to include these guest lectures to the seed trainers in the close out event of the Partners in International Business Taiwan in March 2023 during the Kaohsiung Offshore Wind Expo. All the training materials have been handed over to NTU and MIRDC for them to develop their own training programs and teaching materials. The original seed trainers will deliver these trainings to students and other (future) wind farm specialists in order to increase the knowledge in the Taiwan offshore wind community and in order to better position the services and knowledge of the Dutch sector in the area of Offshore wind.
Due to delays in the construction of MIRDC’s training center (MIRDC Marine Science Industry Innovation Centre), the seed trainers will deliver the second batch of trainings in February 2023.
