De behoefte aan een skills-paspoort onder werkgevers en werkenden [The need for a skills passport among employers and workers]

A skills passport is a document for providing insight into the skills of workers, on the one hand to support personal development and on the other hand to provide access to and matches with education and work. The assumption is that a skills passport helps mitigate the information problem and mismatches in the labour market. It was investigated whether the needs of employers and workers for a skills passport are related to mismatches in the supply and demand of skills and to information problems in gaining insight into skills. A questionnaire about the need for such a passport was presented once to a representative group of employers and workers. Workers who experience a mismatch between their skills and those at work are relatively positive about the skills passport. Among employers, we see a connection between the experience of skills-mismatches in current staff and the need for a skills passport. We found no significant relationship between the experience of skills information problems and the need for a skills passport among both employers and workers. Nevertheless, a large part of employers and workers think the passport is a good idea and would like to use it themselves.
