Police-AI Teaming: Development of User-Centric Incident Profile Platform for the Dutch Police

In this paper we introduce a first concept of the user-centric incident profile platform (UCIPP), which will aim to [in the future] connect data and provide insights using intelligent visualizations to support Real Time Intelligence Centers (RTIC) in the Netherlands. RTIC is a police department that provides additional safety information to patrolling officers responding to emergency situations. Information analysts (IAs) within RTIC are supposed to provide information on incidents within five minutes; however, they currently work with systems which do not optimally support the execution of their tasks. Currently, IAs can search through over 40 different databases in order to find information relevant to cases on which they are working. With so much available information, it is difficult to search through and find all relevant information under time constraints. The development of UCIPP is based upon in-depth interviews and collaboration with domain experts, who were able to relay to our development team what kinds of challenges exist and which requirements such a platform needs to fill; UCIPP will be built based on outlined business, cognitive, information services, and technical requirements. UCIPP will consist of four modules that we believe will address these requirements: 1) a data cleaning module, 2) a data mining module, 3) an ontology module, and 4) a visualization module. Future work on UCIPP includes further development of modules and testing its application within RTIC to ensure that it is more efficient than current searching methods.
