Welke werkgevers krijgen een loonsanctie? Uitkomsten van het toetsen van re-integratie-inspanningen door het UWV [Which employers get wage sanctions? Dutch UWV assessment results on reintegration efforts]

This article describes the number of sanctions (viz. continued obligation to pay wages) imposed on Dutch employers between 2013 up to and including 2016 due to their insufficient return to work efforts regarding sick-listed employees, and how these sanctions correlate with employer characteristics. So far, little is known about assessed reintegration reports and the results of these assessments. By means of an analysis of registration data from the employee insurance agency (in Dutch known as UWV) two questions are answered: (1) How many reintegration reports were assessed and how many sanctions were subsequently imposed? (2) What is the relationship between imposed sanctions and corporate characteristics such as business size, sector, and employers who take out the disability insurance risk themselves? The conclusion is that during this period the number of sanctions remained stable at 9% per annum. Small employers and employers who take out the insurance risk themselves get fewer sanctions. The sectors (1) Healthcare and Welfare and (2) Government and Civil Services stand out by a large number of imposed sanctions. Feasible explanations for these conclusions are discussed.
