Towards Simulation of Dynamic Risk-Based Border Crossing Checkpoints

Management and control of border crossings points (BCPs) at frontiers draws widespread attention to prevent and stop irregular migration, human trafficking, and criminal and terroristic acts throughout the world, including at Europe’s Schengen borders. Currently, the checks at BCPs are rule-based, which is not favorable for the effectiveness and flow rate. A potential solution to this problem is to migrate from rule-based BCPs to dynamic risk-based BCPs. The idea is to pre-screen individually consenting travelers before they arrive at BCP. The prescreening process collects traveler data such as personal records, biometrics, trip details, etc. from the travelers to categorize them into several risk categories. Each risk category, based on the pre-screening steps done before arrival at BCPs, has a set of checks tailored for that respective category. While the less stringent checks are performed for the low-risk consenting travelers, more stringent checks are performed for the high-risk travelers. The following paper presents this approach along with the methodology and expected results of the risk-based simulation focusing on the identification process at BCPs (referring to the EU-project TRESSPASS). Monte-Carlo techniques are proposed and applied to a simple example to perform the dynamic risk-based BCP performance evaluation. Corresponding key performance indicators are also described and discussed.
