Costs for both solar PV and onshore wind power are expected to decrease through innovation and learning effects. This report quantifies costs and societal effects for the years 2015, 2020 and 2023, using a social cost-effectiveness analysis (CEA). In determining the effects a wide definition of prosperity has been used; not only financial costs for the developer of the park have been considered, but also broader social effects such as nuisance for neighbors and employees, ecology, tourism, employment and external security. Monetarisation has been applied for making the impacts comparable. Result of the analysis is that the (monetised) costs of solar PV up to 2023 amount to more than a factor of two higher than the cost of onshore wind power. The above-mentioned broader social effects have been addressed only qualitatively.
Voor zowel zon-PV als windenergie op land is de voorspelling dat de kostprijs in de toekomst zal dalen door innovaties en leereffecten. In deze studie zijn voor beide technieken de kosten en maatschappelijke effecten bepaald voor de jaren 2015, 2020 en 2023, daarbij gebruikmakend van een Maatschappelijke Kosteneffectiviteitsanalyse (MKEA). Bij de bepaling van de effecten is een breed welvaartsbegrip aangehouden; het gaat niet alleen om de financiële kosten voor de ontwikkelaar van de parken, maar ook om bredere maatschappelijke effecten zoals hinder voor omwonenden en werknemers, ecologie, toerisme, werkgelegenheid en externe veiligheid. Om de effecten vergelijkbaar te maken, zijn deze waar mogelijk in euro’s uitgedrukt. Uitkomst van de analyse is dat de (in geld uitgedrukte) kosten van zon-PV tot 2023 meer dan een factor twee hoger zijn dan de kosten van windenergie. De hierboven genoemde bredere maatschappelijke effecten zijn alleen kwalitatief gewaardeerd.
