Article 5 of the Energy Efficiency Directive (EED) is an annual obligation to renovate 3% of the building stock of central government. After renovation the buildings will meet the minimum energy performance requirements laid down in Article 4 of the EPBD. The Directive gives room to an alternative approach to achieve the same savings. The Ministry of Interior Affaires has asked ECN to assist with this alternative approach. ECN calculated what saving are achieved with the 3% renovation obligation under the directive. Then ECN looked for the possibilities for an alternative approach to achieve the same savings.
