article
Objective: What has been the influence of general ma- nagement trends and research into causes of accidents and disasters on managing safety? In which context these developments have taken place and what has been the influence on the safety domain? Method: The literature study is limited to original English and Dutch documents and articles in the scientific press in the period 1988-2010. Results and conclusions: Well-known theories, models and metaphors have been developed or reissued; the High Reliability Theory, a reissue of Man-made Disasters and its Disaster Incubation Theory, and a reissue the Normal Accident Theory. The Swiss cheese metaphor gets its final form, the bowtie is published as well as the Drift to dan- ger metaphor. All these theories, models and metaphors emphasize the organizational aspects of major accidents in the high-tech high-hazard industries. General management trends highlight the importance of external stakeholders for companies. This influence only is reflected in the Drift to danger metaphor Organization/safety culture and risk/safety management systems take a flight during this period, both in research and consultancy activities for companies. Whether this will have an influence is to be seen, given the unclear relation- ship with the safety levels of companies. Research findings show many companies suffer from a sloppy management, giving a limited insight into possible disaster scenarios. The context of these developments is dynamic. A withdra- wing government coincides with a market and technology development that may conflict with safety requirements for high-tech-high-hazard companies.
