Effective Inter-agency Interactions and Governance in Comprehensive Approaches to Operations

There is a recognized need for a comprehensive, integral approach to international security missions. Experience has shown that there are many obstacles to interaction, coordination and cooperation between the many actors in the area of operation. The question is how to get beyond these obstacles and achieve effective interagency interactions and governance for the purpose of the mission. The Symposium was structured to address the current state-of-the-art with respect to comprehensive approaches to operations and to generate solution approaches for more effective implementations of the approach. Three Keynote addresses and 24 papers provided a variety of perspectives on the issues. Discussions showed that there is a reasonably complete shared understanding of the comprehensive approach among policy makers and policy analysts, but the implementation of the approach at agency level and in the field is hampered by many issues. The Symposium concluded with recommendations on areas where current efforts need to be consolidated, and areas where continued efforts are required. Gaps in our knowledge were also highlighted.
