Driver. D530.2 – Tools for the Lessons Learned Framework

In this deliverable D530.2 “Tools for the Lessons Learned Framework” the overall lessons learned framework will be clarified based on the delivery D53.1 “Lessons Learned Framework Concept” and aligned with the deliverable D52.1 “Harmonized competence framework”. The Tools for the Lessons Learned Framework is a set of tools that can be used for lessons learned activities from the early phases of planning and making observations to the last phases of lessons learned implementation and dissemination of best practice. The LL-tools and the methodologies uses for lessons learned activities need to be adapted to each other and to the organisations that using them. One LL-tool doesn’t fit all organisations or cannot be applied to all lessons learned methods straight way. One methodology will not be suitable for all occasions, organisations or LL-tools. There are a limit number of LL-tools at the commercial market that are suitable and helpful for the crisis management organisations. Some organisations have developed their own LL-tools and some of these tools seems to be really good but the tools are not for sale. Some other organisations provide their LL-tools only together with the service of planning and executing the lessons learned at full-scale exercises. Nevertheless, this Lessons Learned Framework helps users to identify important success factors regarding the usage of LL-tools and enable the users to understand what features that are available at some of the LL-tools. There are no LL-tools that covers the full spectrum the lessons learned process or the large variety of user needs and requirements. The lessons learned framework and the result of the gathered features and requirements for LL-tools can also push some vendors of LL-tools to define a roadmap so their LL-tools are better aligned with the requirements and needs from the end-users.
