Rijkswaterstaat (RWS) wants to harmonize its internal specifications for background shields and white edges used on information carriers along the road. RWS has asked TNO to build up, from its expertise, an analysis of existing literature that will act as a motivation for using background shields and white edges.
RWS has asked the following from TNO:
1. What research has been carried out by TNO on the necessity and design of background shields? This includes size, location, dimensions of the white edge, retro-reflection, etc.
2. Are the outcomes of this research still relevant in the current situation (e.g. where LED lights are in use)? What does TNO expect for the future?
3. What knowledge is missing for an answer to question 2?
In TNO report TNO 2015 R11577 we have outlined the answer to question 1. In this report we will further explore that into an answer to questions 2 and 3.
TNO has outlined the specifications in use at RWS for the relevant information carriers like traffic lights, variable message signs and traffic signs. Generally, there is good correspondence between these specifications and the body of research (both from TNO and external to TNO).
From a visual-perception point of view, background shields are still very relevant and will remain so in the future. Their effect is independent of the sign that accompanies them. In certain situations, however, it might be possible to reduce the size of a background shield, and compensate for the visual losses by using a higher-intensity light source.
