The goal of the European Committee is to achieve 3% of the GDP by 2020, which could create 3.7 million jobs within the European Union. For achieving this target, the European Commission continued the track of the Lisbon Strategy into the 2020 Strategy enacting amongst other the initiative “Innovation Union”. Given the importance of innovation, it becomes also more important to measure the progress and monitor what drives innovation. (European Commission 2013) gave an answer to the call of the Innovation Union to create a new ‘single’ indicator on innovation, by proposing the
-index. This paper is based on the approach of (Montalvo and Moghayer 2011) and focusses on the application of the -index to the nine top sectors of the Netherlands. Since 2011, the Dutch government aimed to further enhance its nine economical strong sectors. This policy should bring the Netherlands in the top 5 of the world knowledge industries (Rijksoverheid 2011). In order to achieve this goal, the government, businesses, universities and research institutes shall cooperate to increase the knowledge and innovation within these sectors. The top sectors are chosen such that they fit content wise with the innovation targets as stated in the Horizon 2020 framework of the European Commission
