How IT Chain Collaboration Enables Dutch Governmental Organizations to Realize Innovation

Collaborating in a value chain that delivers services is even more complex and information intensive than the collaboration in a physical goods value chain. Successfully managing the collaboration and underlying information chain is critical for the delivery of the end service. This paper gives insights into the challenges present in the domain of service value chains and their underlying information chains. We focus on collaborations without formal hierarchy where decisions are based on consensus. Subsequently, we introduce an IT management capability framework that can help to overcome these challenges. We validated our framework and deployment approach by applying it in a case study at the Dutch payroll tax return chain (in Dutch: Loonaangifteketen). The results show that our framework helps organizations in value chains to identify their collaboration capability maturity resulting in a selection of improvement areas. Our framework can be used as an intervention to come to a higher maturity level
