The Netherlands: Quality of work and employment of low-qualified workers

Based on the Netherlands Working Condition Survey (NEA, TNO) and the available literature, it seems that low-qualified workers experience more labour market problems than middle- or high-qualified workers. The trend in the 2000-2007 period is that the relative number of low qualified workers has decreased, but the total number of unemployed low qualified people has increased. In general, low-qualified workers appear to have less beneficial contractual relations and to make less use of training paid by the employer than higher qualified workers. There is some evidence of low qualified workers being unwilling to take up training opportunities. Public services, trade unions and companies are working together to train and educate low qualified workers. Special attention is given to young unemployed people with only basic educational levels.
