Cost effective maintenance to supply end user value: Visionary or utopian

Infrastructure stakeholders expect maintenance managers to deliver acceptable End User Service Levels (EUSL), such as availability, comfort, and safety. Means of controlling these requirements involve technical maintenance and operative measures. Within the ERANET Road Program 'Effective asset management meeting future challenges', a framework was developed in the ASCAM project which quantifies the effects of technical maintenance scenarios on certain EUSLs. Key components are a proper asset decomposition and the relationships between asset condition and EUSL. Due to the flexible framework definitions, it is open for application by different NRAs. A demonstrator built upon a hypothetical data set is presented, demonstrating the features described. However, a rigorous effort in unraveling and quantifying the relationships used is still necessary. The reward is an objective decision-making tool based on EUSL-driven civil infrastructure maintenance management at network level.
