The Dutch government is implementing the ambitious Schoon en Zuinig߿ݠ(Clean and Efficient) policy program for energy and climate. Greenhouse gas emissions have to be reduced by 30% in 2020 compared to 1990; the annual energy efficiency improvement has to increase to 2% and the target share of renewable energy production in total consumption in 2020 is 20%. An intermediate assessment on the effect of implemented and planned policies up to 2020 has been made, including uncertainty ranges. The effects of the policy program are substantial. However, the results show that the targets are not reached with the current instruments. With planned policies, the estimated greenhouse gas reduction amounts to 15-23% relative to 1990. This includes the assumption that the EU-ETS reduction target applies proportionally to the ETS sources in the Netherlands. The targets for renewables and energy efficiency are not even reached with intensified implementation of the current instruments. The renewables share is expected to increase from the current 3% to 5-15% in 2020. This broad range is due to uncertainty about policies, but recently unfolded government plans on financing renewable electricity can substantially reduce this range. The annual energy efficiency improvement can rise from below 1% in 2007 to 1.4-1.8% on average between 2011 and 2020. The effect of European policies like the ETS and standards on vehicles and appliances has become more certain compared to the 2007 evaluation. The effect of covenants with energy intensive sectors and of national policies on transport are still uncertain.
