Defining the required infrastructure supporting co-operative systems

Cooperative Systems will play a critical role in enabling safe, smart and clean transport, as well as meeting the European Commission's 2020 policy goals. There is today a general understanding of the benefits of cooperative systems but there is still a need for further validation of the estimated benefits based on large scale trials. Progress on standardisation and the design of communication systems and components are now mature enough for large-scale field operational tests, such as those that are taking place in projects like DRIVE C2X and FOTSIS in the EC 7th Framework Program. Challenges, however, remain on the path to pan- European roll-out. In commissioning this study, "Defining the required infrastructure supporting Cooperative systems," the European Commission aimed to clarify for all stakeholders what infrastructure would be necessary for the Day-1 systems that can be rolled out EU-wide. The full paper will summarize the analysis of the infrastructure needs for deploying Day-1 Cooperative Systems, market introduction scenarios, benefits and costs, a proposed road-map and roll-out plan for Day-1 systems, recommendations for key stakeholders in Cooperative System deployment and recommendations for further research.
