The government (VROM/DG WWI) asked TNO to carry out a survey in July 2010 of the information that was available on commercial buildings. One of the aims was to issue a recommendation about how to use this information to monitor energy efficiency in commercial buildings. The main conclusion is that while there is much information available, it is fragmented over a large number of databases and is not always accessible. To decipher the information such that a good picture emerges of the energy quality of the stock of commercial buildings and the effects of energy-saving measures, certain databases have to be linked. These are databases containing a limited amount of data for the entire stock of commercial buildings, files that randomly contain detailed information on commercial buildings and data sources that have been ‘filled’ with relevant information over time. Examples include the basic administration of addresses and buildings (BAG), the commercial buildings panel and the Energy Label database.
