The active labour market policy reconsidered : a vision on the future

Paper 19 for the Eleventh International Research Seminar on "Issues in Social Security", Saterday 19 June- Monday 21 June 2004, Sigtunahöjden, Sigtuna, Sweden. In this paper I explore possibilities to adjust the active labour market policies in the EU member states to future developments and challenges. On the basis of trends and prognosis I sketch bottlenecks of the active labour market policies. Then I present a way to solve these bottlenecks. The cenfral question is: How should we organise labour so that all residents, even those with restricted possibilities to work, are able to make a valuable productive contribution to society?
