Fitness for use and CE marking of construction products in Latvia

Dutch and Latvian experts on building regulations and quality assessment audited together the status of the Latvian “Conformity Attestation System” against the requirements set by the European Union (EU) in the so called CPD, the Construction Products Directive.
This audit, performed in 2002, resulted in an analysis and a set of recommendations to prepare Latvia for access to the European Union in 2004.
In practice it was not only against the set of requirements following the CPD that this audit took place, but also against the broader principles of the 1985 “New Approach” and the experience in implementing that New Approach in the Netherlands during the last ten years. Attention is drawn to the introduction of performance-based principles within a young nation that was part of the Russian regulatory system up till 1991. It shows experience about the transition of building regulations to what is expected from a modern democratic Member State (MS) of the union
