Building regulations. ICT instrumental to access the relevant clauses and related texts

Like everywhere, building regulations in the Netherlands contain a multitude of legal and other documents. Among those are the Housing Act and other related acts, three Decrees, ministerial orders, standards, building bylaws and the European construction products directive (CPD). Within and between the documents a considerable number of cross-references exist.
Presentation in printed format is customary. User friendliness however falls short and uncertainty and doubt exists widely whether a text is read correctly or relevant texts may have been missed.
Computer modelling can play a significant role in the development and maintenance of consistency in regulations and in an effective application of the regulations. Certainly this is true for such a complex system as building regulati¬ons. In modifying regulations computer support should be necessary to check whether internal consistency is maintained. On the other hand, the user of the regulations needs computer support to check whether all relevant clauses are found when a building design or part of it is developed and assessment against legislation has to be done.
