It is well known that the fragmented customary external organization of the construction sector , the distance between the client-user and supply side that complicates focused decision making, in combination with the so called solution oriented technical regulations and byelaws, did and does not create the most stimulating environment for innovation and productivity improvement of process and products , did and does not create an environment supporting industrialization allowing for equal permit evaluation in different municipalities and did and does not favor contractual relationships that divides risk such that it can be managed by the best suited party on the best suited moment. And last but not least the perennial doubt about the “fit” of R&D investments to the “real” demands of building practice.
