Development of passive radar systems at TNO

Since 2002, the Netherlands Organisation for Applied Scientific Research – TNO, has been involved in the development of passive radar systems for research purposes. The development has been sponsored partly by the Royal Netherlands Air Force – whose main interest is threat evaluation – and partly by own funds. This paper discusses the development of two different systems. The first is a three-channel analogue television-based system, able to measure Doppler and bearing of air targets above the North sea. Tracking of air targets in 2D using this system will be discussed in the paper by de Jong, de Theije and Gelsema also in these proceedings. The second concerns an eight-channel FM radio-based system, where the main focus lies in the design, realization, and utilization of a six-element planar array of FM dipoles for digital beamforming purposes.
