Enhancing peace keeping operations with NLWs Non-Lethal Weapons: Fulfilling the Promise?

Dutch military personal are more frequently than in the past confronted with conflicts in an urban environment and with opponents who make use of unconventional means to achieve their goals. Often it’s not quite clear what the aims of the local population are, nevertheless, the responses of the Dutch military must be adequate and this means that the use of force needs to be proportional to the force encountered. In other words, the combatants need to have flexible responses and must be able to vary the level of force used.
The aim of this paper is to illustrate the enhanced effectiveness of the dismounted soldiers when they can make use of diverse weapons (lethal and non-lethal) and tactics.
