Background: TNO Defence, Security and Safety has developed a method for the specification of the need for advanced training systems, such as simulators, for the Royal Dutch army. The application of this method requires intensive support by TNO. Therefore, the present project aims at a joint applicable method, with a high degree of user-support such that it can be used independently by the Defence organisation as much as possible.
Approach: In this first part of the project we made an inventory of the way the armed forces, the navy and the airforce carry out need statements. This was drawn upon existing knowledge and experience, supplemented by interviews with relevant officers. In addition, we analyzed the most significant problems. On the basis of this we made a work plan for the forthcoming period.
Results: On the basis of the findings we have formulated a number of starting points and boundary conditions about the way the method can be improved. Next, a plan was drawn up for execution and implementation of the project and the results. Ultimately, the project has to lead to a method that results in well founded need statements for advanced training systems. It will be investigated to what degree the defence can independently formulate need specifications aimed at the most cost-effective application of advanced training systems.
Follow-up: The research plan describes in which way the follow-up will be carried out. According to this plan we will focus on the development of checklists, formats, and tools that support the execution of the method. This will include a handy, dedicated method for task-analysis, the mapping of task-types on educational concepts and advanced training means, the formulation of training activities, the development of a computerized checklist (including norms) for functional simulator specifications, and the execution of cost-benefit analyses. In case-studies, the results will be evaluated and optimized.
