The intensity of traffic lights decreases over time as a result of pollution and ageing. The Dutch Traffic Research Centre of the Ministry of Transport, Public Works and Water Management is searching for a convenient method for measuring the luminous intensity of traffic lights on the road, in order to get a good idea of the required cleaning and replacement frequency of the traffic lights. They asked TNO Human Factors to develop a handheld measuring device for this purpose. A prototype test apparatus is developed that measures the luminous intensity of traffic lights on the road, without the influence of ambient light. It satisfies the demand that the measured luminous intensity is equal to the value as measured in the laboratory according to the European Standard EN 12368. Together with Imtech Nettenbouw and manufacturer IAC-engineering, we developed the Traffic light Intensity Meter (TIM®). Two TIM® designs were built that fit on the 200 mm and 300 mm traffic lights. The TIM® is patented. With the TIM® it is easy to measure the luminous intensity of traffic lights in the centre of the light beam on location, which was impossible until now. The TIM® is suitable for both conventional and LED traffic lights of any colour and is insensitive to inhomogeneities in the traffic light. With help of the TIM® the conspicuity of traffic lights can be improved and thereby hopefully accidents can be reduced.
