A methodology has been developed for the cataloguing of hazardous (industrial) activities and the evaluation of these activities as part of the process of formulating an emergency management plan. This guide will enable priorities to be set at local level (district, region) for the drafting of Emergency Management Plans. The methodology is based on various categories: dangerous activities, dangerous substances, system contents. For each category characteristic accident scenarios have been chosen. Information is also generated in broad terms like the frequncy of occurrence of accidents. On the basis of the information collected the relevant authority can be advised about the desirability of drafting an Emergency Management Plan in certain hazardous situations.
