Environmental analysis for building legislation purposes. A challenge to science and policy making

The Dutch Government is cooperating with the building industry to prepare legislation for environmental performance requirements for dwellings and residential buildings. These requirements, also known as dubo-eisen (requirements for sustainable building) will have to apply to all newly built dwellings and residential buildings in the Netherlands. They corre-spond to the existing energy performance coefficient and may in due time be included in the Dutch Building Decree (Bouwbesluit). The analysis will include the entire lifecycle ofthe var-ious elements of the building and will be based on LCA. The requirements will be based on an overall score for the `environmental performance' of the building as a whole, which will allow designers and builders considerable flexibility. An introductory study into the options for such an evaluation method has been completed and results have been discussed with the partjes concerned. A few problem points will have to be elaborated in a further study, including a more detailed definition of the functional unit, the method of allocation and the integration of the themes of the environmental performance profile into a useful score for the overall `environmental performance'.
