Dutch regulations for reduction of refrigerant emissions: experiences with a unique approach over the period 1993-1998

In the Netherlands, a unique approach concerning the ozone depleting and global warming issues, with respect to refrigerants, operates since 1992. National mandatory regulations focus on leakage and emission reduction, instead of bans on production or specific applications.
After a period of initial problems, the regulations act well, generally in full satisfaction of manufacturers, installers, end-users and government.
Results of several monitoring projects show a significant decrease in leakage and emission of refrigerants, mainly thanks to these regulations. In addition, the level of quality in the refrigeration and heat pump sector has raised significantly. Unfortunately, interest in leakage and emission reduction measures is not yet well developed in Europe. For the near future, a joint European task force is recommended, in order to initiate and harmonise a European-wide implementation of practical measures to reduce leakage and emission of refrigerant, in the framework of the current European proposals for accelerated phase-out of ozone depleting and global warming substances and their implementation in member states
