Elements of a national environmental management system include: • monitoring networks to establish the prevailing environmental quality; • emission inventories, and projected emission inventories based on population growth, increase of traffic density, and economie growth; taking into account emission reduction strategies; • dispersion models, by which transport of pollutants through different media may be simulated, and by which concentrations of environmental pollutants due to emissions may be calculated; • the existence of environmental quality standards and emission performance standards; and last but not least; • the existence of a properly functioning legislative and administrative system for environmental policy formulation and implementation. Risk assessment based on the present and predicted future concentration of pollu-tants, may form the basis for emission limitation schedules, taking into account the control technology that is available and also what seems economically feasible
