The TNO Combat Workstress Approach (TCWA) is a participatory method to carry out action research into causes of stress risks in organisations and to generate feasible measures for solutions. With this method consultants can bridge the gap between the micro goal of reducing stress and the meso goal of improving organisational performance and industrial relations if consultants succeed in addressing topics that appeal managers at the meso level, like labour productivity, which is one of the reverse sides of stress. TCWA is a normative method, based on sociotechnical organisational design theory and an organisation oriented stress theory, emphasizing that stress has mainly organisational causes. Whether this message behind the method is accepted by clients depends on their definition of the situation, if consultants speak the client's language, and if the consultant has a trustful relationship with the client. Successful application of TCWA leading to organisational renewal also turns on the presence of charismatic project managers or top management involvement.
