Influence on NLW on the controllability of the C2-prcess

TNO-FEL has constructed a Frame of Reference that can be used to judge on the operational value of various Non Lethal Weapon (NLW) concepts. There it is observed that NLW can have a large influence on Command & Control (C2). The question is raised whether the C2-process remains controllable with the use of NLW. The goals of the study presented here are: to construct a C2-model and evaluation method suited for the identification of critical C2-aspects of NLW concepts, and to identify critical C2-aspects for a number of NLW concepts in a number of specific scenarios. The Observe, Orient, Decide, Act (OODA) loop is used as the basic C2-model. For a more precise analysis the model is refined by specific tasks. This study shows that the method results in an identification of critical aspects in the C2-process. The results indicate that the contollability ofthe C2-process is strongly dependent on the role of the NLW in the scenario. The method described in this paper is used as a quick-scan method, it provides a global analysis in less than a day.
