Environmental effects on the radar signature of maritime targets and assets

The member nations of task group 5 (TG05) of the NATO AC/323 SET panel have conducted the cooperative research project Livorno'96 to investigate the dependence of the radar signature on radar, geometrical and target parameters, and to investigate the environmental effects on the measured radar signature. The research included extensive measurement of meteorological parameters, refractivity profiles and sea state, simultaneous measurements by various radars operating in the frequency range from 3-94 GHz as well as computations of atmospheric propagation and radar signatures. In the paper the military benefits of the research will be discussed. After a short summary of the trial some typical results obtained by TG05 are given. They include a summary of ducting conditions, examples of a comparison between measured and computed radar signature of a corner reflector low above the sea surface at various frequencies and examples of observed environmental effects on the radar signature of ships in case of full illumination and high range resolution. The paper shows the progress made in understanding and describing the environmental effects on the measured radar signature of point targets like a missile, and of ships.
