The Importance of Softcomputing Methods for Military Observation Systems

In this paper we discuss the difficulties that are encountered in designing
observation systems for the military as compared to e.g. setting up scientific
experiments or solving a pattern recognition problem in industrial automation.
There are several reasons for this. Firstly it is extremely difficult to make an
optimum system design capable of handling the wide varity of situations that
have to be met, especially if a sunstantial amount of environmetal uncertainty
is present. Secondly a multitude of methods are used to evade detection
(Stealth) or generate false observations, and finaly military observation
systems generally have to cover wide solid angles and large ranges in the
presence of clutter.
