TNO Wegtransportmiddelen Publication year 2002 Abstract A methodology was developed to quantify the emissions of traffic congestion on Dutch motorways. In the first phase of the project a categorisation of traffic flow conditions on motorways was elaborated. This categorisation was eventually linked to a traffic monitoring system that operates with induction loops. In the second phase trips were sampled in rush hour traffic. The resulting speed patterns were devided into modules each belonging to one of the defined traffic flow categories. The data wete aggregated per category and 'condensed' into 10 minute long driving cycles for use on a chassis dynamometer. Driving these cycles with a selection of cars representative for the Dutch car fleet resulted in 'correction factors' for the emissions for these traffic flow categories. The resulting corrected emission factors could be used for inventory calculations and for 'what-if' scenario calculations.
