Abstract
The effect of potential policy measures to reduce the emissions of NOx and NH3 in several sectors has been analyzed and reported in this document for the Dutch government. In this background report of TNO the effect of four policy measures has been described, which all focus on the industrial sectors and energy sectors, such as electricity production. For each individual measure the extent of the NOx emission reduction effect in 2030 has been calculated or estimated, based on the assumption that the relevant policy measure would be implemented by January 1 2023. An estimation of the potential NOX reduction effect for 2025 is also provided. The calculated NOX reduction effects for 2025 and 2030 have been determined based on a scenario outlook, which has been published in 2020 by the Netherlands Environmental Assessment Agency (PBL) and TNO; this scenario is known as the ‘KEV 2020’. In this scenario not all currently known intended climate and energy policies from the Dutch Climate Agreement has been assessed. This is mainly due to the fact that these climate policies were still not elaborated by the time calculations were made for the scenario ‘KEV 2020’. These climate and energy policies will affect the calculated NOx reduction effect and give additional uncertainty to the results.
