This report aims at identifying the issues the large-scale deployment of electromobility faces, and what policymakers and other stakeholders can do to overcome these issues. This report starts with a discussion of the various user groups of electric vehicles and of their charging needs, connecting them to various charging services. From this connection, this report identifies five categories of needs (attractive business cases, customer acceptance, a stable and efficient grid, interoperable networks, and appropriate governmental actions). For each need category, a number of issues that need to be overcome (18 in total) were identified, together with a range of possible actions for policymakers and other stakeholders. This report ends with a ranking of the most important issues.
